Dr. Noel R. Navigar, Philippine State College of Aeronautics (PhilSCA)

Dr. Navigar is the Director of the Research and Development Center (RDC) and a former Dean of the Institute of Graduate Studies (IGS) of PhilSCA. He is a founding member of the Aviation Research Consortium which organizes the annual Philippine Aviation Research Conference (PARC). He has several publications and conference presentations in the fields of aviation education and aeronautical management.

Dr. Leo Mendel D. Rosario, University of the Philippines Open University (UPOU)

Dr. Rosario is an Assistant Professor and Program Chair of the Diploma in and Master of Research and Development Program of UPOU. He is also a National Research Council of the Philippines (NRCP) RDLeader for PhilSCA. He is a founding member of the Aviation Research Consortium which organizes the annual Philippine Aviation Research Conference (PARC).  He has several publications and conference presentations in the fields of aviation education and aeronautical management.
